In Ohio, minority students showed the greatest gains on test scores last year, according to statistics released yesterday by the state Department of Education. • The number of African-American students earning a passing grade or higher on the exams jumped 17 percent last year; the national rate was up 6 percent. • The number of Latino students passing advanced-placement tests grew by 20 percent compared with 13 percent nationally. • For all Ohio students, the passage rate was up 9 percent; the national rate increased by 6 percent. “Ohio students have been given the opportunity to take rigorous courses and these numbers show that they are up to the challenge,” said Ohio Superintendent Richard A.
