Republican measures against slavery were sometimes motivated more by the desire to punish rebels than out of real commitment to Black equality. His first hand descriptions of the mistreatment of slaves was very influential in galvanising the anti-slavery movement in England. All but one crisis involved slavery, starting with debates on the three-fifths clause in the Constitutional Convention of 1787. This leads to a brief discussion of the forms of slavery in the region. If free labor is cheaper than expensive slaves, slavery will disappear.

Many left the plantation colonies as planters resorted to slave labor. Above all, he hoped that an emancipated peasantry, thankful for the gifts that a bountiful tsar had given them, would provide physically fitter and morally worthier recruits for Russia’s armies, the symbol and guarantee of Russia’s greatness as a nation. Guterl situates American slaveholders in a transnational context, where he shows how the “master class” was connected to other slaveholders “by ship, by overland travel, by print culture, by a sense of singular space, and by the prospect of future conquest” (1). Tsar Alexander II (1855-81) shared with his father, Nicholas I, a conviction that American slavery was inhumane. Northern blacks organized resistance to the Fugitive Slave Act, denouncing President Fillmore, who signed it, and Senator Daniel Webster, who supported it. The motive for this was the French authorities' eagerness to preserve their nation's racial purity, as illustrated by a royal declaration of 1777 which forbade entry of any black into France because "they marry Europeans, they infect brothels, and colors are mixed."
